Guidelines for Authentication of Export Documents / Attestation of Commercial Documents

The Rajasthan Chamber of Commerce & Industry (RCCI) is officially authorized by the Ministry of Commerce, Government of India, to issue Certificate of Origin (Non-Preferential) for goods exported from India.

Important points to be noted by companies submitting documents for authentication / attestation:

  1. Exclusive Facility for RCCI Members: The facilities for attestation, pre-authorization, or issuance of certificates are available only to RCCI members.
  2. Verification and Certificate Issuance Time: A minimum of 24 hours is required by RCCI to complete the verification of documents and issue the certificate.
  3. Submission of Supporting Documents: RCCI may request the submission of supporting documents for the purpose of attestation/pre-authorization. The Chamber reserves the right to reject any document that is deemed out of its purview, incomplete, or unrelated to business.
  4. Indemnity Bond: The authentication/attestation is carried out based on an Indemnity Bond, which should be provided on Non-Judicial stamp paper of Rs. 100/-. The Indemnity Bond should be in the name of the Firm/Company. It is a continuing Indemnity Bond and does not need to be submitted for every set of documents. The draft/format for the Indemnity Bond is available below.

Points to be considered when submitting Certificates of Origin:

  • Proper Format: The Certificates should be in the proper format (blank forms available at the Chamber's Counter). The validity of the forms is as per the Financial Year.
  • Cover Letter: The documents to be attested or issued should be accompanied by a cover letter addressed to RCCI (format given below).
  • Signature and Designation: The Certificates or other documents should be duly signed with the designation of the signatory clearly stated, along with a copy of the commercial invoice. Copies of the Bill of Lading, Air Way Bill, L.R. Copy, Invoice Copy, Packing List, and Covering Letter should be attached.
  • Stamp and Seal: The Company’s stamp and seal should be affixed on each document.
  • Retention of Documents: RCCI will retain one copy of the original document (or notarized true copy in lieu of the original) for its records.
  • Space for Chamber's Seal and Signatures: Sufficient space should be provided on the document for affixing the Chamber's seal and the signatures of the authorized signatory.
  • By adhering to these guidelines, applicants can ensure a smooth process for the authentication and attestation of export documents, and the issuance of Certificates of Origin by RCCI. For any further assistance or clarifications, please contact the RCCI office.
